Keep I feel like there's enough out there to demonstrate WP:BASIC is met (whether or not TNT should apply is a separate question). A couple of sample sources: [1], [2] That someone's death is being commemorated by shutting down a town with a population of a hundred thousand people 22 years later seems pretty suggestive of notability as well.
