I don't believe that this person is notable enough for a listing, he largely seems to have served as a CEO of a company that isn't all that well-known. Also, I believe that the person who created the article has a close relation with the subject as they have only created edits on NQ Mobile Inc and related topics. I have no affiliation with the company. The CEO was pictured in Time magazine in 2010 http://content.time.com/time/specials/packages/article/0,28804,2017050_2017049_2017041,00.html and is one of the youngest teachers from the Beijing University of Posts and Telecommunications http://knowledge.wharton.upenn.edu/article/nq-mobiles-henry-lin-we-have-been-a-global-company-from-day-one/.
