Keep China League One and Two are fully pro leagues. This source discusses the history of League Two, stating it was semi-professional (半职业) from 1994 to 2003, professional (职业, which I think can be taken to mean fully-professional given the previous reference of semi-professionalism) from 2004 to 2010, amateur (业余) from 2011 to 2014 and professional again since 2014.
