Delete. There is very little to indicate notability. Most of the coverage is in non-RS (Newsmax, Fox Business TV segment). Source 8 (NY Times) does not mention Phelps. The subject released a book in 2023, but it doesn't appear to have been reviewed in any significant outlets, which means the subject doesn't meet author notability reqs. Delete per WP:TNT. It is so poorly written (much in passive voice and with weasel words), that even if sourced, it would have to be re-written from scratch. The sourcing is very poor as well. Bearian (talk) 18:10, 12 January 2024 (UTC)[reply]
