This article is heavily promotional, and could probably have been tagged with G11, but I myself was surprised that Mr. de Silva has no article nor has one ever been written on him and subsequently deleted. If kept, this article needs to be moved to David de Silva and away from its current location. And it needs desperately to be completely rewritten if it is to be salvaged at all.
