The subject is a former Mayor of Westfield, Massachusetts, a city with a population of less than 50,000, - and does not meet WP:NPOL. There is some coverage in Mass Live, which covers Western Massachusetts, and other local coverage. From what I saw in the coverage was primarily WP:ROUTINE.
