I do not think this person is notable - being "deputy chief clerk" of the Supreme Court certainly seems like an admirable achievement, but it does not seem to have earned this person substantial coverage in reliable sources. His name comes up on various google/database searches, but as far as I can tell these are all passing mentions of his name in court documents.
