Delete, or possibly merge to cosmic ray or Robert Millikan. A quick look into Google shows there is no 'birth cry' theory per se ([1]). This seem to simply have been a poetic phrase coined by Millikan, when considering the idea that atoms/matter was around due to some continuous creation via cosmic rays.
