Delete. The article claims nothing about him that would hand him an automatic notability freebie just for existing, it's written more like a résumé than an encyclopedia article, and it's referenced to a mix of primary sources and glancing namechecks of his existence in media coverage of other things, not to any evidence of reliable source coverage that is substantively about him.
