Keep and improve - former governor of a national capital city per WP:NPOL, and his national political significance is explained in the article. Sufficient coverage in Persian WP:RS if you Google for "عبدالله خان امیر طهماسبی", e.g. [1], [2], and he is mentioned several times in this book, notably in the footnote on p.376.
