Delete. Mayors are not "inherently" notable just for being mayors, unsuccessful candidates for higher office are not "inherently" notable just for being candidates, and this article is not sourced even remotely close to well enough to get him over WP:GNG in lieu of having to pass WP:NPOL. Weak Delete Certainly shy of meeting NPOL, being a mayor of a relatively small town, for a short period of time, and a failed electoral candidate. Found a couple of sources on his more recent work as president of the Jalisco Livestock Union,[1][2] but I'm not sure they're enough to show a pass of GNG.
