- Delete. The Ordre des Palmes académiques apparently has tens of thousands of recipients, so it doesn't move the needle much in terms of WP:ANYBIO #1. That leaves us with WP:BASIC/the GNG, which Mirza does not appear to pass: I searched in several relevant languages but was unable to find any sourcing.
