It was suggested at User:WayKurat/Philippine TV vandal that a report be made here regarding the long term vandalism and sockpuppetry by a vandal called the Philippine TV Vandal, as range blocks have been ineffective in stopping his vandalism and he fully admits he will continue to do this until stopped because it amuses him and he likes to see how long it takes to catch him. He always comes in from the same range of IPs, but he has hit from a number of specific IPs, and has learned how to change his IP and jump back and forth between multiple ones. It seems like ISP (or parental) intervention is all that will stop him know.

This abuse report has been rejected. Rejected. You need to list the full IP for the user. Simply telling a provider "Someone on your network is vandalizing Wikipedia" doesn't tell them who. We have to have the whole IP, and tell them basically: "Someone, using IP X.X.X.X, at XX:XX on XX/XX/XXXX vandalized WP". Further, please provide only 1 IP Address per report. If the user is using multiple similar IP's, please list those in Requester Comments. If the user is using IP's that are in a distinctly different range, please open a new report for the range.
