There are ten municipalities in Colima, a state in West Mexico. According to the 2015 Mexican Intercensal Survey, it is the state that has the smallest population with 711,235 inhabitants and is the fifth smallest by land area spanning 5,801.75 square kilometres (2,240.07 sq mi). Municipalities in Colima are administratively autonomous of the state according to the 115th article of the 1917 Constitution of Mexico. The legal framework for Colima's municipalities is provided by Title VII of the state Constitution and the 2001 Law of Free Municipalities in the State of Colima. Every three years, citizens elect a municipal president by a plurality voting system who heads a concurrently elected municipal council responsible for providing all the public services for their constituents. The largest municipality by population in Colima is Manzanillo (pictured), with 184,541 residents, and the smallest municipality is Ixtlahuacán with 5,527 residents. (Full list...)

Embryonic stem cells are pluripotent cells derived from the embryo of humans and other animals during the blastocyst stage of development, before implantation. In human embryos this stage is reached 4–5 days after fertilization, at which time they consist of 50–150 cells. The cells are the subject of considerable research into potential therapeutic use, including the treatment of diabetes and heart disease. They are also studied for clinical therapies, models of genetic disorders, and cellular/DNA repair. However, adverse effects in the research and clinical processes such as tumours and unwanted immune responses have been reported. Isolating the inner cell mass results in destruction of the blastocyst, a process which raises ethical issues, including whether or not embryos at the pre-implantation stage should have the same moral considerations as embryos in the post-implantation stage of development.
