File upload request declined. I'm declining this for a few reasons. One, putting this on Circus Circus Reno makes close to zero sense and Courtyard Buffet does not have an article. Also, there is all of one mention of the buffet on the Circus Circus article and it says that the buffet closed down in September. Two, Wikipedia is not here to be a collection of random photos. This is a bit problematic in specifying both "All rights reserved" (not acceptable) and "Creative Commons Attribution License" (acceptable), as the latter quite literally means that not all rights are reserved by the copyright holder. Furthermore, the version number of the Creative Commons Attribution License is not specified, and we need to know that. It's advisable to use Flickr's built-in licensing to tell us what the license really is. – Finnusertop (talk ⋅ contribs) 07:39, 24 November 2016 (UTC)
@Finnusertop: Not necessarily. Per c:Commons:Multi-licensing an image can have as many licenses as the copyright holder wants as long as one of them is a free license. The current problem is not the use of a ARR and a CC license. It is that the CC license is incomplete. We need to know what version of Creative Commons that they are licensing it under. --Majora (talk) 18:34, 26 November 2016 (UTC)

Comment: An OTRS ticket has been assigned (2016091510013457) per a message received on September 15, 2016. The wording of the initial message did not properly indicate a valid release license. The OTRS agent working on it hasn't yet received a response, despite two replies sent (one on September 22, 2016 and October 24, 2016). At the moment, the ball is in their court. Given the date, my guess is that OTRS ticket is possibly from their earlier attempts to upload the image to Commons, maybe? The current request above is worded to justify its use under "Fair Use", so I don't think a release would be required - provided the image meets the criteria of fair use, and is appropriately tagged with template:Non-free title-card and with Template:Non-free use rationale. I think that's what's needed? I'm not 100% certain, so I'll defer to someone more accustomed performing these uploads. --- Barek (talk • contribs) - 23:54, 2 December 2016 (UTC)
License: No license was given; the show, and therefore this title card, are thus presumably fully copyrighted under Canadian law. (Canada is a signatory country to the Berne Convention as of 2012, and so are the U.S.)

License: Fair Use. Fair use does not require permission from the copyright holder. Anyone may upload it as WP:FAIR USE. The terms of use on the Tommo Inc website state that media can be used for non-commercial purposes, and Wikipedia is non-commercial.
Article To Be Used On/Reason For Upload: The page for Tommo Inc. does not have a logo for the info box. Also, I'm not sure but it may fall under {{PD-textlogo}} as well, being only prose text.

Description: This image provides visual identification of Steve Bannon, which is not six years old and satisfies NPOV (as well as has good lighting).
Article To Be Used On/Reason For Upload: To be used in Steve Bannon, Counselor to the President, Political appointments of Donald Trump, et cetera. Reason for upload -- we have an existing libre-licensed photo, from 2010, which is horribly POV. At least four other wikipedians besides myself have complained on the talkpage. We also have an existing libre-licensed low-rez-video-screengrab, from 2014, which is in such dim lighting and such low-resolution as to be almost useless (it is used on spanish-language wikipedia in preference to the 2010 photo with POV issues however). Thus the upload satisfies:
NFCC#1, since there is no libre-licensed equivalent (in encyclopedic quality).
NFCC#2, upload will not hinder commercial use of the photo in external news stories and such.
NFCC#3_A, once uploaded this will be the only NPOV and encyclopedic photo we have, and also the only non-libre photo.
NFCC#3_B, the upload is low-rez 640x480.
NFCC#4, item is published, see URLs above.
NFCC#5, definitely encyclopedic, and the main reason for the upload in fact.
NFCC#6, upload meets all requirements including possible privacy rights since it was published to the website where the subject is the executive chair, by the employees of the subject.
NFCC#7, will immediately be used in at least 3 articles, and most definitely will always be used in Steve Bannon until a libre-licensed equivalent exists at least
NFCC#8, visually identifies the subject of the biography, in an encyclopedic pose of a reasonable quality that complies with NPOV
NFCC#9, yes will only be used in mainspace articles
NFCC#10_B, proper tag for this upload I believe is Template:Non-free biog-pic, but I'm not truly familiar with all the options
NFCC#10_C, to be used in Steve Bannon to provide a visual identification of the subject of the biography, to be used in Counselor to the President to provide a visual identification of the next holder of the position, to be used in Political appointments of Donald Trump to provide a visual identification of the holder of one of the high-ranking appointments listed.
Because he is a multimillionaire who almost never speaks to the public nowadays, it is unlikely that a libre-licensed and suitably-NPOV photo of Bannon will be available prior to him officially receiving the role, which is also when wikipedia readership-traffic for the BLP article will peak. Would like to use this NPOV-compliant and visually-more-aesthetic photo temporarily, until a libre-licensed alternative that can suitably fulfill the desired encyclopedic purpose. File upload request declined. Invalid fair use rationale. Photos of living people do not (generally) qualify for fair use. It doesn't matter that it may be difficult to obtain one. All that matters is that it is conceivable that a free use photo could be created. The person isn't dead or otherwise completely inaccessible (such as in a maximum security prison) which are the only two times a fair use photo of a living person would be acceptable. Sorry, aesthetics mean nothing when it comes to our fair use policy. --Majora (talk) 03:03, 22 December 2016 (UTC)

Description: Maxim is posed with his first automatic gun, i.e., the original version of the "Maxim Gun." The photograph appears between pages 172 and 173 of "My Life," Maxim's autobiography. The book was published by Methuen and Co. Ltd., London, in 1915, the year before Maxim's death. That information is on the title page of the book, which is available in toto at Google Books.
