Someone on commons changed the template to one alluding to Finnish copyright expiry. This happens either 70 years after death of author, or 70 years after publishing for an anonymous work whose author did not become known within that period.   • Convert to non-free use - based on c:Commons:Hirtle chart, this is a non-US work that was not PD in Finland as of 1996 and so is not PD in the US. It would meet NFCC for use as primary visual identification. Whpq (talk) 14:32, 3 August 2022 (UTC)[reply]

    Just because it wasn't PD in the host country in 1996 doesn't mean it isn't PD now, just that another chart/standard applies. From what I can seeCommons:Copyright_rules_by_territory/Consolidated_list_F#Finland seems to indicate that copyright has lapsed as of 2003 (PD-70) (we are now 18 years past that date).     English Wikipedia goes by US copyright status, which is quite messy for foreign works because of the URAA. So the question that needs to be answered is "What is the US copyright status today?" and not "What is the Finnish copyright status today?" The Hirtle chart helps determine the US status, and key to that is the copyright status in Finland as of 1996, the URAA date. Whpq (talk) 02:27, 5 August 2022 (UTC)[reply]
    The point of URAA is to standardize the recognition of copyright between nations. I find it hard to believe that the US recognizes the foreign copyright of something that isn't even copyrighted in the location it's in. What you're alluding to is not "recognition". What you're recognizing it as is copyrighted in the US when it isn't copyrighted at home. You're extending the copyright. It's my understanding that, if it's PD in its country of origin, it's PD in the US. URAA was designed to protect/recognize/standardize recognition of copyrights, not those in the public domain, which would overrule it. Perhaps I am wrong, but I don't think so. @Buffs: Your intuitive understanding is approximately the same as the rule of the shorter term, which is part of the copyright law of many countries. But it is not followed by the U.S. The U.S. granted its maximum copyright term (95 years from publication) to works that were eligible for URAA copyright restoration. This is shown on the Hirtle chart, as "Solely published abroad, without compliance with US formalities or republication in the US, and not in the public domain in its home country as of URAA date". In this case, the cover art is a modified version of the primary cover art - the same image with some alterations in the background and in black and white. Per WP:NFCC, only one cover art which is non-free is allowed. The purpose of use stats this is used for "critical commentary" of the work, however the artwork itself is not subject to critical commentary, nor is it the primary cover. It is the coverwork for the deluxe edition/re-release.
