Delete - A seemingly minor character that, from what I could gather, only ever appeared in two episodes of a very long running franchise. Tons of trivial mentions come up in searches, but none of these go more in-depth then simply name-dropping the character as an example of one of the killers featured in the show. Based on some footnotes from other texts, it seems like this book (no preview available, unfortunately) did discuss the character in a non-trivial manner, but that would still only be a single piece of significant coverage from a reliable source, which would not be enough to pass the WP:GNG. I would also be open to redirecting to List of CSI: Crime Scene Investigation characters#Adversaries, where he is already listed, if others would rather do that, but I personally think the character is too minor to actually be included in that list. Merge into the List of CSI: Crime Scene Investigation Characters. Whilst I don't think every part of the article should be included, I feel he isn't outright non-notable enough for exclusion there. As for the article itself, in its current state, it definitely doesn't pass GNG, and a search for sources is mostly passing mentions.
