Doesn't meet WP:NACADEMIC; Scopus shows 39 documents with H-factor of 16 in a field known for frequent citations. The article was created by a new single-purposes account that seems to be working through the executive committee of the European College of Neuropsychopharmacology over the last few days (fruir of the poisonous tree) and seems to have hit their early (or mid) career member.
