Tragic death but Zaqout appears to be an encyclopedically non-notable artist per our guidelines. Even taking into consideration the difficulties Palestinian arts face and the lack of coverage their work may receive, there just isn't much to justify notability per WP:ARTIST, mostly a few local exhibitions and obituary pieces.
