WinBot support for new uw-* templates[edit]

Having unblocked this User, I only afterwards noticed that you'd turned down an earlier unblock request. I'm sorry for giving any appearance of having ignored or overturned your decision; new reasons havd been given since your refusal (the two accounts which he'd been accused of using as sock-puppets have both been cleared and unblocked, so keeping him blocked for sock-puppetry no longer made sense).
