The information you've added to the article may be useful in some form, but presently appears to be undue weight for the topic, as well as having shaky sourcing: the document you've uploaded is a primary source - you should be using reliable secondary sources that discuss the document in proper context rather than the document itself. The main problem is that it's clear that English is not your first language, or that you're using machine translation, so your additions are not written in understandable English.
