The Proposed deletion tag should not have been re-added, and I've removed it.

BUT, this is purely a matter of procedure. The article does not show why Heyder might be notable. None of the sources meet the required threshold of reliable, verifiable, independent coverage. I don't know how things work in Azerbaijani Wikipedia, it's possible that the community there has different norms about this sort of thing, but you are not adhering to the expected behaviour on English Wikipedia.
