The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. I'm not sure what "english lang mutation" has to do with this, but Wikipedia needs reliable sources to ensure its content is as accurate as possible. Wikipedia itself is user-generated content, as anyone can add content that is not peer-reviewed, fact checked, or otherwise moderated before being published. As much as we try to prevent it, there have been inaccuracies and even hoaxes on Wikipedia which have gone undetected for years, proving that Wikipedia cannot be considered a reliable source.
