Firstly, don't worry, nobody is accusing you of vandalism. A lookup here suggests that range covers dial-up static IPs in California (and you say you're in Indonesia?), but I don't know enough to tell more than that, so I'll ping @Courcelles: as the blocking admin here and see what they say. Hi Murbaut. I've dug into the issue, and it's definitely a complicated one. I am a checkuser that has access to data about IPs your editing from. What most likely is the issue in this case is your inadvertantly using a proxy. And in this case, the range you mention clearly needs to remain blocked. If the issue is what I think it is, a simple change of the web browser you are using should fix the issue. If it doesn't, I can discuss it with you privately so we can figure out a solution to your issue. -- Amanda (aka DQ) 10:06, 13 November 2016 (UTC)

Marbaut, you haven't tried to explain what your current situation is enough to warrant an IPBE. (IPBE granting policy) I gave you a few bits of information and asked you to try them and work with it. As we have discussed on IRC, the reason you can't edit is because you are using a proxy and refuse to turn it off when you have the ability to do so. Therefore your request is declined. -- Amanda (aka DQ) 06:14, 19 November 2016 (UTC)
@DeltaQuad: Hi DeltaQuad You mean "You have ability to do so" I think it's very false, why?. Because If I use firefox or chrome, it same, I can't edit, maybe this page too. I only want IPBE it can easy for me and If I move from other browser, It same I can't edit. I believe you, and I know you think I can to do, but really I can't to do.
