Hi. I understand what you are getting at; unfortunately it is sometimes difficult to discern whether something is intended as promotional - I can only say, in this case, that it "reads like" an advert. If I had felt it was intended as one, I would have deleted it for that reason. It may well be that it is similar to other articles in this respect; if I see such an article, I would tag that as well.
