Actually the the whole script is a "simple" JavaScript and doesn't check for any userrights. (ping @Theopolisme)
"We" (the AFCH developers) actually can't prevent any users for not editing the user by hand (or using an adaption of our own script or more simple at the moemnt: even use our script) and go through the submissions and do whatever he/she wants to do. This has to be done either by a edit filter or by a PHP module which will get loaded. Our proposal a few years ago were turned down by the WMF to implement a userright and that all new articles have to go through AFC. (So deprecating NPP)
I doubt that (whatever you planing to do) it won't succeed as the WMF has some "long term plan" with something called "work flow" (search at meta or mw.org).

Mabdul, I see that you have been a contributor to WikiProject Citizendium Porting. I am inclined to mark it as defunct, as there has been no work on it in a couple of years and it seems unlikely that Citizendium will be a useful source of content for Wikipedia articles in the future.
