This 1995 advisory from the Minnesota Attorney General says in the first sentence: "State agency data constituting original works of authorship are protected by federal copyright law." If you read the entire opinion and the statutes it cites, you'll find it covers all works produced "for hire" by employees of the State of Minnesota in the course of their official duties.
