Fails WP:SOLDIER and, more importantly, WP:GNG. Whelan's only contribution to history appears to be getting shot in the head. He does have a street named after him, but given how the Irish love their war heroes and a complete lack of sourcing to say why the street was named after him, it seems like a minor point.

I count three references that do any more than simply list him as present during the battles; two of those are brief mentions and the third is sketchy (I can't tell if this article is an opinion piece/interview with his family or serious literature). Please add additional independent reliable sources that discuss the subject in detail.

Additionally, the majority of this draft does not actually discuss Whelan. However, I concede that a brief summary of the surrounding events is necessary to set the scene.

Most of this article (and the sources) are not about Whelan but about the Unit D Company. The biographical info about Whelan seems to be original research, which suggests there is not enough published material about him to support an article.

The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.
