First of all, let me thank you for your efforts in making a new article about a Revenue Marine officer. History for Revenue Marine officers is often hard to find and sometimes it exists in sources that are not suitable as references. I would like to point out one error that I have discovered in your article as it exists up to this point. The office and rank of Captain-Commandant did not exist before 1908. The first Captain-Commandant was Worth G. Ross, with a date of rank of 25 April 1908. The title of the office Fraser held would been that of Chief of the Revenue Marine Bureau and he would have held the rank of Captain, USRM; which at the time would have been equivalent to that of today's U.S. Navy lieutenant commander if that rank had existed in the Navy at that time. I have been researching various sources for information on the rank structure of the Revenue Marine with the intention of putting a section in the United States Revenue Cutter Service article; regretfully, I haven't had the time to complete the task. I have been looking at some of your sources that you have used for your article and I find that they do indeed refer to Fraser as the "First Commandant of the United States Coast Guard". This is unfortunate in that on other pages of the Historian's Office they refer to Fraser as Chief of the Revenue Marine Bureau. When they count the current Commandant as the 25th Commandant of the Coast Guard, Paul F. Zukunft, and counting back to 1st Commandant that would be Leonard G. Shepard. I would suggest that the reference you refer as <ref name="FraserAlexanderBio"> is a Public Information Office piece that was published sometime before the use of word processing equipment but sometime after the adoption of the ZIP Code postal system. (ca. ~ 1963–1983) I suspect that the web page reference you refer to as <ref name="FraserAlexander"> is probably mostly taken from that source, as it doesn't really add any new information but is of a newer display style and uses your first reference as a reference. In the interest of keeping all articles relating to the leadership of the Revenue Service and Coast Guard more or less in agreement, I would propose a slight rewrite of your article to conform to the article "Commandant of the Coast Guard". I do this to reduce the confusion in the reader's mind and to try and keep future editors from constantly reediting all of the articles involved. My personal opinion is that whoever wrote the PIO piece was playing fast and loose with the term "commandant". I would like your view on the subject so I am patrolling your talk page for a reply. Judy Mowatt

This is regarding the change made to the Judy Mowatt page around april, 2012. You added a Biography/career section stating that she was associated with Bunny Wailer and co-wrote some songs in the early 70’s, at which time she used the pseudonym Jean Watt. You list as source a book by David Moskowitz from 2007 “The Words and Music of Bob Marley”. While the source is correct, the info in that book is contradicted by other sources and very likely, Moskowitz did poor research. Bunny Wailer indeed was associated with Jean Watt, she however is a different person than Judy Mowatt. They have been a couple since the early ‘60s. Watt has been co-writing said songs, not Mowatt. Additionally Watt, a dressmaker by profession, has made stage outfits for Wailer as well as other reggae artists.

Very recently, local news in Jamaica were reporting Jean Watt missing. Reports make no mention of Judy Mowatt. There is no similarity to Mowatt. Watt is described as having dreadlocks, and possible suffering dementia. Judy Mowatt remains active as a gospel singer in Jamaica to the current day. Another youtube video, also dating from 2018 show her to wear curls rather than dreadlocks (as opposed to Jean Watt). Based on the above, I conclude that there is a mixup of personal info originating either from David Moskowitz, or one of his sources. And this mixup has found its way onto Wikipedia, which is problematic as it is currently resulting in misrepresentation of Judy Mowatt.

I have asked David Moskowitz, and he replied to me that he will look into the matter once he can access his research files currently under lockdown. He gives no hint as to where the information originated.

I have also spoken to several reggae historians who have never heard about Wailer and Mowatt being a couple.

I’d appreciate your input and opinion regarding Judy Mowatt’s Wikipedia page. It is my belief that it needs to be changed accordingly. Phk1966 (talk) 09:04, 2 July 2020 (UTC)
