- Sometimes pages load slowly for users routed to the Amsterdam data center. Investigation is in progress. [2]
- Wikidata query service was overloaded between 11:50 UTC until 13:15 UTC on June 24. It has been fixed. [3]

- The design of MediaWiki's software windows will change for desktop users. Layout will be simpler, buttons will be bolder and clearer, and close buttons will be just icons. This is like the mobile design. This will affect ContentTranslation, VisualEditor, TemplateWizard, and other tools. [7]

Guideline and policy news
- Following a request for comment, the page Wikipedia:Office actions has been changed from a policy page to an information page.
- A request for comment (permalink) is in progress regarding the administrator inactivity policy.
Arbitration
- Editors may now use the template {{Ds/aware}} to indicate that they are aware that discretionary sanctions are in force for a topic area, so it is unnecessary to alert them.
Miscellaneous
- Following a research project on masking IP addresses, the Foundation is starting a new project to improve the privacy of IP editors. The result of this project may significantly change administrative and counter-vandalism workflows. The project is in the very early stages of discussions and there is no concrete plan yet. Admins and the broader community are encouraged to leave feedback on the talk page.
- The new page reviewer right is bundled with the admin tool set. Many admins regularly help out at Special:NewPagesFeed, but they may not be aware of improvements, changes, and new tools for the Curation system. Stay up to date by subscribing here to the NPP newsletter that appears every two months, and/or putting the reviewers' talk page on your watchlist.
Since the introduction of temporary user rights, it is becoming more usual to accord the New Page Reviewer right on a probationary period of 3 to 6 months in the first instance. This avoids rights removal for inactivity at a later stage and enables a review of their work before according the right on a permanent basis.

Tech News
- There will be no Tech News issue next week. The next issue of Tech News will be sent out on 2 September 2019.
Problems
- Some abuse filters stopped working because of a code change. Only variables for the current action will work. Variables defined inside a branch may not work outside of that branch. You can read more to see how to fix the filters.
- Only six accounts can be created from one IP address per day. Between 12 August and August 15 this was two accounts per day. This was because of a security issue. It is now six accounts per day again. [25]
Changes later this week
- Only a limited number of accounts can be created from one IP address. An IP address can be whitelisted so that it can create as many accounts as needed. This is useful at events where many new persons learn to edit. IP addresses that are whitelisted for this reason will also not show CAPTCHAs when you create accounts. This will happen on Wednesday. - The new version of MediaWiki will be on test wikis and MediaWiki.org from 20 August. It will be on non-Wikipedia wikis and some Wikipedias from 21 August. It will be on all wikis from 22 August (calendar).

- The advanced version of the edit review pages (Recent Changes, Watchlist, and Related Changes) now include two new filters. These filters are for "All contents" and "All discussions". They will filter the view to just those namespaces. However the "All discussions" filter does not include pseudo talk pages, like discussions that are in the Project: or Wikipedia: namespaces. - Backlog
Instead of reaching a magic 300 as it once did last year, the backlog approaching 6,000 is still far too high. An effort is also needed to ensure that older unsuitable older pages at the back of the queue do not get automatically indexed for Google.
- Coordinator
A proposal is taking place here to confirm a nominated user as Coordinator of NPR.
- This month's refresher course
Why I Hate Speedy Deleters, a 2008 essay by long since retired Ballonman, is still as valid today. Those of us who patrol large numbers of new pages can be forgiven for making the occasional mistake while others can learn from their 'beginner' errors. Worth reading.
- Deletion tags
Do bear in mind that articles in the feed showing the trash can icon (you will need to have 'Nominated for deletion' enabled for this in your filters) may have been tagged by inexperienced or non NPR rights holders using Twinkle. They require your further verification.
- Paid editing
Please be sure to look for the tell-tale signs of undisclosed paid editing. Contact the creator if appropriate, and submit the issue to WP:COIN if necessary. WMF policy requires paid editors to connect to their adverts.
- Subject-specific notability guidelines' (SNG). Alternatives to deletion
- Reviewers are requested to familiarise themselves once more with notability guidelines for organisations and companies.
- Blank-and-Redirect is a solution anchored in policy. Please consider this alternative before PRODing or CSD. Note however, that users will often revert or usurp redirects to re-create deleted articles. Do regularly patrol the redirects in the feed.
- Not English
- A common issue: Pages not in English or poor, unattributed machine translations should not reside in main space even if they are stubs. Please ensure you are familiar with WP:NPPNE. Check in Google for the language and content, and if they do have potential, tag as required, then move to draft. Modify the text of the template as appropriate before sending it.
- Tools
Regular reviewers will appreciate the most recent enhancements to the New Pages Feed and features in the Curation tool, and there are still more to come. Due to the wealth of information now displayed by ORES, reviewers are strongly encouraged to use the system now rather than Twinkle; it will also correctly populate the logs.
Stub sorting, by SD0001: A new script is available for adding/removing stub tags. See User:SD0001/StubSorter.js, It features a simple HotCat-style dynamic search field. Many of the reviewers who are using it are finding it an improvement upon other available tools.
Assessment: The script at User:Evad37/rater makes the addition of Wikiproject templates extremely easy. New page creators rarely do this. Reviewers are not obliged to make these edits but they only take a few seconds. They can use the Curation message system to let the creator know what they have done.

Guild of Copy Editors September 2019 Newsletter
  Hello and welcome to the September newsletter, a brief update of Guild activities since June 2019. June election: Reidgreg was chosen as lead coordinator, and is being assisted by Baffle gab1978, Miniapolis, Tdslk, and first-time coordinator Twofingered Typist. Jonesey95 took a respite after serving for six years. Thanks to everyone who participated! June Blitz: From 16 to 22 June, we copy edited articles on the themes of nature and the environment along with requests. 12 participating editors completed 35 copy edits. Final results, including barnstars awarded, are available here. July Drive: The year's fourth backlog-elimination drive was a great success, clearing all articles tagged in January and February, and bringing the copy-editing backlog to a low of five months and a record low of 585 articles while also completing 48 requests. Of the 30 people who signed up, 29 copyedited at least one article, a participation level last matched in May 2015. Final results and awards are listed here. August Blitz: From 18 to 24 August, we copy edited articles tagged in March 2019 and requests. 12 participating editors completed 26 copy edits on the blitz. Final results, including barnstars awarded, are available here. Progress report: As of 03:00, 23 September 2019 (UTC), GOCE copyeditors had processed 413 requests since 1 January. The backlog of tagged articles stood at 599 articles, close to our record month-end low of 585. Requests page: We are experimenting with automated archiving of copy edit requests; a discussion on REQ Talk (permalinked) initiated by Bobbychan193 has resulted in Zhuyifei1999 writing a bot script for the Guild. Testing is now underway and is expected to be completed by 3 October; for this reason, no manual archiving of requests should be done until the testing period is over. We will then assess the bot's performance and discuss whether to make this arrangement permanent. - As previously noted, tighter password requirements for Administrators were put in place last year. Wikipedia should now alert you if your password is less than 10 characters long and thus too short.
Arbitration
- The 2019 CheckUser and Oversight appointment process has begun. The community consultation period will take place October 4th to 10th.
- The arbitration case regarding Fram was closed. While there will be a local RfC
focus[ing] on how harassment and private complaints should be handled in the future
, there is currently a global community consultation on partial and temporary office actions in response to the incident. It will be open until October 30th.
Miscellaneous
- The Community Tech team has been working on a system for temporarily watching pages, and welcomes feedback.

Subscribe to get the information in the future.
- Outreachy is an internship program for groups who are underrepresented in free and open-source software. There are seven Wikimedia projects about coding, documentation and quality assurance in the next round. Persons who fit the criteria can apply. The last day to apply is 5 November.

You can't read Wikimedia wikis in Internet Explorer on Windows XP or Windows versions that are older than Windows XP. This is because almost no one uses the browsers anymore. Supporting them made the wikis less secure for everyone else. [42]

internal. API modules marked as internal were probably internal before. It was easier to miss. You should look for non-internal alternatives. [43]

- There is a translation tool we use on wikis with more than one language. For a few days it did not create pages for new languages when someone translated a page. The languages did not show in the language bar. This has been fixed. [44]
- The history and diffs can show wrong content. This is because of a cache problem. It will soon be fixed. [45]

New Page Review newsletter November 2019

This newsletter comes a little earlier than usual because the backlog is rising again and the holidays are coming very soon.
- Getting the queue to 0
There are now 816 holders of the New Page Reviewer flag! Most of you requested the user right to be able to do something about the huge backlog but it's still roughly less than 10% doing 90% of the work. Now it's time for action.
Exactly one year ago there were 'only' 3,650 unreviewed articles, now we will soon be approaching 7,000 despite the growing number of requests for the NPR user right. If each reviewer soon does only 2 reviews a day over five days, the backlog will be down to zero and the daily input can then be processed by every reviewer doing only 1 review every 2 days - that's only a few minutes work on the bus on the way to the office or to class! Let's get this over and done with in time to relax for the holidays.

- Coordinator
Admin Barkeep49 has been officially invested as NPP/NPR coordinator by a unanimous consensus of the community. This is a complex role and he will need all the help he can get from other experienced reviewers.

Paid editing is still causing headaches for even our most experienced reviewers: This official Wikipedia article will be an eye-opener to anyone who joined Wikipedia or obtained the NPR right since 2015. See The Hallmarks to know exactly what to look for and take time to examine all the sources.
- Tools
- It is now possible to select new pages by date range. This was requested by reviewers who want to patrol from the middle of the list.
- It is now also possible for accredited reviewers to put any article back into the New Pages Feed for re-review. The link is under 'Tools' in the side bar.
- Reviewer Feedback
Would you like feedback on your reviews? Are you an experienced reviewer who can give feedback to other reviewers? If so there are two new feedback pilot programs. New Reviewer mentorship will match newer reviewers with an experienced reviewer with a new reviewer. The other program will be an occasional peer review cohort for moderate or experienced reviewers to give feedback to each other. The first cohort will launch November 13.
- Second set of eyes
- Not only are New Page Reviewers the guardians of quality of new articles, they are also in a position to ensure that pages are being correctly tagged for deletion and maintenance and that new authors are not being bitten. This is an important feature of your work, especially while some routine tagging for deletion can still be carried out by non NPR holders and inexperienced users. Read about it at the Monitoring the system section in the tutorial. If you come across such editors doing good work, don't hesitate to encourage them to apply for NPR.
- Do be sure to have our talk page on your watchlist. There are often items that require reviewers' special attention, such as to watch out for pages by known socks or disruptive editors, technical issues and new developments, and of course to provide advice for other reviewers.
- Arbitration Committee
The annual ArbCom election will be coming up soon. All eligible users will be invited to vote. While not directly concerned with NPR, Arbcom cases often lead back to notability and deletion issues and/or actions by holders of advanced user rights.
- Community Wish list
There is to be no wish list for WMF encyclopedias this year. We thank Community Tech for their hard work addressing our long list of requirements which somewhat overwhelmed them last year, and we look forward to a successful completion.

Google Code-In 2019 is coming - please mentor some documentation tasks!

Google Code-In, Google-organized contest in which the Wikimedia Foundation participates, starts in a few weeks. This contest is about taking high school students into the world of opensource. I'm sending you this message because you recently edited a documentation page at the English Wikipedia.
I would like to ask you to take part in Google Code-In as a mentor. That would mean to prepare at least one task (it can be documentation related, or something else - the other categories are Code, Design, Quality Assurance and Outreach) for the participants, and help the student to complete it. - Following a proposal, the edit filter mailing list has been opened up to users with the Edit Filter Helper right.

| Guild of Copy Editors December 2019 Newsletter
Hello and welcome to the December 2019 GOCE newsletter, an update of Guild happenings since the September edition. Our Annual Report should be ready in late January. Election time: Nominations for the election of a new tranche of Guild coordinators to serve for the first half of 2020 will be open from 1 to 15 December. Voting will then take place and the election will close on 31 December at 23:59 UTC. Positions for Guild coordinators, who perform the important behind-the-scenes tasks that keep our project running smoothly, are open to all Wikipedians in good standing. We welcome self-nominations so please consider nominating yourself if you've ever thought about helping out; it's your Guild and it doesn't run itself! September Drive: Of the thirty-two editors who signed up, twenty-three editors copy edited at least one article; they completed 39 requests and removed 138 articles from the backlog, bringing the backlog to a low of 519 articles. October Blitz: This event ran from 13 to 19 October, with themes of science, technology and transport articles tagged for copy edit, and Requests. Sixteen editors helped remove 29 articles from the backlog and completed 23 requests. November Drive: Of the twenty-eight editors who signed up for this event, twenty editors completed at least one copy edit; they completed 29 requests and removed 133 articles from the backlog. Our December Blitz will run from 15 to 21 December. Sign up now! Progress report: From September to November 2019, GOCE copy editors processed 154 requests. Over the same period, the backlog of articles tagged for copy editing was reduced by 41% to an all-time low of 479 articles. Request archiving: The archiving of completed requests has now been automated. Thanks to Zhuyifei1999 and Bobbychan193, YiFeiBot is now archiving the Requests page. Archiving occurs around 24 hours after a user's signature and one of the templates {{Done}}, {{Withdrawn}} or {{Declined}} are placed below the request. The bot uses the Guild's standard "purpose codes" to determine the way it should archive each request so it's important to use the correct codes and templates. Recent changes
- Wikimedia projects use Translatewiki to translate the wiki interface. You can now use WatchTranslations to watch projects there. You would get an email if there are missing translations to your language. [59]
- There is a new dataset you can use. It shows the number of editors per country per month for a number of countries. You can read the documentation and download the dataset.

- The new version of MediaWiki will be on test wikis and MediaWiki.org from 10 December. It will be on non-Wikipedia wikis and some Wikipedias from 11 December. It will be on all wikis from 12 December (calendar).
Meetings
- You can join the technical advice meeting on IRC. During the meeting, volunteer developers can ask for advice. The meeting will be on 11 December at 16:00 (UTC). See how to join.
Future changes
- You can test a new reference tool. It makes it possible to reference different parts of a source without repeating all information. You can test it on the beta cluster. You can see an example article. [60]

Problems
- The Linter extension helps you find technical errors in articles. It did not show new changes last week. This was because of an API problem. It is now working again. [61]
- Special:Watchlist can show the wrong information again. It does not always show which edits are read and which are unread. This is because of a database problem. The developers are working on solving the problem. [62]
Changes later this week
- You can get email notifications. You can get them immediately, a summary every day or a summary once every week. If you choose a summary you can soon choose not to get notifications you have already marked as read on the wiki. [63]
- The new version of MediaWiki will be on test wikis and MediaWiki.org from 17 December. It will be on non-Wikipedia wikis and some Wikipedias from 18 December. It will be on all wikis from 19 December (calendar).

New Page Review newsletter December 2019
- Reviewer of the Year
This year's Reviewer of the Year is Rosguill. Having gotten the reviewer PERM in August 2018, they have been a regular reviewer of articles and redirects, been an active participant in the NPP community, and has been the driving force for the emerging NPP Source Guide that will help reviewers better evaluate sourcing and notability in many countries for which it has historically been difficult.
Special commendation again goes to Onel5969 who ends the year as one of our most prolific reviewers for the second consecutive year. Thanks also to Boleyn and JTtheOG who have been in the top 5 for the last two years as well.
Several newer editors have done a lot of work with CAPTAIN MEDUSA and DannyS712 (who has also written bots which have patrolled thousands of redirects) being new reviewers since this time last year.
Thanks to them and to everyone reading this who has participated in New Page Patrol this year.

- Redirect autopatrol
A recent Request for Comment on creating a new redirect autopatrol pseduo-permission was closed early. New Page Reviewers are now able to nominate editors who have an established track record creating uncontroversial redirects. At the individual discretion of any administrator or after 24 hours and a consensus of at least 3 New Page Reviewers an editor may be added to a list of users whose redirects will be patrolled automatically by DannyS712 bot III.
- Source Guide Discussion
Set to launch early in the new year is our first New Page Patrol Source Guide discussion. These discussions are designed to solicit input on sources in places and topic areas that might otherwise be harder for reviewers to evaluate. The hope is that this will allow us to improve the accuracy of our patrols for articles using these sources (and/or give us places to perform a WP:BEFORE prior to nominating for deletion). Please watch the New Page Patrol talk page for more information.
- This month's refresher course
While New Page Reviewers are an experienced set of editors, we all benefit from an occasional review. This month consider refreshing yourself on Wikipedia:Notability (geographic features). Also consider how we can take the time for quality in this area. For instance, sources to verify human settlements, which are presumed notable, can often be found in seconds. This lets us avoid the (ugly) 'Needs more refs' tag.

Guideline and policy news
- A request for comment asks whether partial blocks should be enabled on the English Wikipedia. If enabled, this functionality would allow administrators to block users from editing specific pages or namespaces, rather than the entire site.
- A proposal asks whether admins who don't use their tools for a significant period of time (e.g. five years) should have the toolset procedurally removed.
- Following a successful RfC, a whitelist is now available for users whose redirects will be autopatrolled by a bot, removing them from the new pages patrol queue. Admins can add such users to Wikipedia:New pages patrol/Redirect whitelist after a discussion following the guidelines at Wikipedia talk:New pages patrol/Redirect whitelist.
Arbitration
- The fourth case on Palestine-Israel articles was closed. The case consolidated all previous remedies under one heading, which should make them easier to understand, apply, and enforce. In particular, the distinction between "primary articles" and "related content" has been clarified, with the former being
the entire set of articles whose topic relates to the Arab-Israeli conflict, broadly interpreted
rather thanreasonably construed
. - Following the 2019 Arbitration Committee elections, the following editors have been appointed to the Arbitration Committee: Beeblebrox, Bradv, Casliber, David Fuchs, DGG, KrakatoaKatie, Maxim, Newyorkbrad, SoWhy, Worm That Turned, Xeno.

Recent changes
- You can no longer read Wikimedia wikis if your browser use very old TLS. This is because it is a security problem for everyone. It can lead to downgrade attacks. Since 9 December you just see a warning. Soon the browser will not connect to the wikis at all. Most are users on Android systems older than 4.4. You can read the browser recommendations. [67]
- Special:LinkSearch has been moved from the "Redirecting special pages" section on Special:SpecialPages to the "Lists of pages" section. [68]
Changes later this week
- Wikis can protect pages so that only some users can edit them. The standard protection levels are Require autoconfirmed or confirmed access and Require administrator access. If your wiki use more protection levels the technical name might be renamed for standardisation. This doesn't affect what users see. [69]
- The new version of MediaWiki will be on test wikis and MediaWiki.org from 14 January. It will be on non-Wikipedia wikis and some Wikipedias from 15 January. It will be on all wikis from 16 January (calendar).
Future changes
- Deepcat and Catgraph will stop working. This will happen at the end of January. This is because you can now use the normal search function instead. [70]
- You can use
<ref follow="…">to merge footnotes that follow each other. It is meant to be used for digitised books on Wikisource. If the order of the footnotes is wrong no error was shown but the bad <ref> was shown outside the <references /> list. This will change and you will see an error message instead. [71]
