Removing citation needed tags

Re: List of totalitarian regimes. You MUST NOT remove "citation needed" tags unless and until a reliable source has been added. Putting "everybody knows" in an edit summary does not amount to a reliable source. No, not "everybody knows". There is no test of historical knowledge before people are allowed to read the article - and if there were it would be pointless to have the article if we only allowed people who knew what it says to read it.
