1) No changes have been made since the last decline, the draft has merely been resubmitted, which is not constructive.

2) None of the previous decline reasons have been addressed.

3) There remains an unresolved COI/UPE issue, with reasonable grounds to suspect this.

4) I cannot see any encyclopaedic content in there, beyond stating the existence of this business.

5) There have been four previous declines already, and we must draw the line somewhere.
