I don't understand what you did with this draft. Are you cleared to be reviewing drafts for AFC? I don't see your name listed at Wikipedia:WikiProject Articles for creation/Participants so you haven't been approved to do draft reviews. This draft was rejected six months ago which means it was ineligible for further review but you reviewed and declined it which would be giving the draft creator the wrong message since the draft was rejected.

Also, this draft hadn't been resubmitted for review so what did you do, just go through drafts and reviewing ones again on your own? That's not how AFC works. Please do not do further reviews on drafts. If you want to join the AFC team, then make a request on Wikipedia talk:WikiProject Articles for creation/Participants and your contribution history will be reviewed and you could be accepted. Hello! Voting in the 2024 Arbitration Committee elections is now open until 23:59 (UTC) on Monday, 2 December 2024. All eligible users are allowed to vote. Users with alternate accounts may only vote once.

The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.
