   1. Start with this, and an early version of it with the ideal formula.
   2. Importance: Use this WikiProject listing, and exculde all inactive projects (or semi-active/active with no evidence of recent major activity).

   4. Importance: The number of pages in a WikiProject tagged with each article importance type vs. total articles could be used to account for rating inaccuracy.
