Mullah Abdul Rauf was a recruiter for ISIS, killed by a drone strike in February 2015. He has been described as having defected from the Taliban. He has been described as having two different backgrounds.

In 1999 United Nations Security Council resolution 1267 listed an individual named Mullah Abdul Rauf as a senior member of the Taliban regime, and requested member states of the UN to freeze any financial assets he had in their countries. This individual was an original member of the Taliban, who rose to be a Corps Commander and Taliban Governor of Konar Province.

In October 2001 a youth named Abdul Rauf Aliza, who was serving as a cook for the Taliban, surrendered to General Dostum's Northern Alliance forces, and was subsequently sent for extrajudicial detention in the United States' Guantanamo Bay detention camps, in Cuba. For reasons that have never been made public, Guantanamo intelligence analysts recorded that Abdul Rauf Aliza was the Taliban leader known as Mullah Abdul Rauf, even though the original Mullah Abdul Rauf remained at large, and continued to serve as a Taliban spokesman, and the youth was too young to have been listed on UN Security Council resolution 1267.
