Behgjet Pacolli (born. August 30, 1951, Marevc, District of Pristina) son of Isa Pacolli and Nazmije Pacolli, is an International businessman of Kosovar Albanian origin and a Kosovo politician. During the 2007 parliamentary election he declared property worth €420 million[1]

In the 1970's Pacolli emigrated to Austria and shortly afterwards moved to Switzerland, where he became one of the top managers of Interplastica, an engineering and trading company dealing in chemicals and plastics and cooperating and dealing with the countries of the Soviet bloc. In 1990 he founded Mabetex, a construction company based in Lugano, Switzerland, which has developed into a global business group, with construction as its core business. The Mabetex Group now has diverse portfolio of it's own investments: from real estate development to technology. Media has also become a major source of investment for Pacolli; including the Kosovo daily tabloid Lajm, founded in 2002. [1]

In 1999-2002 Pacolli was married to Anna Oxa, an Italian singer of Albanian descent. On March 17, 2006, in Kosovo Pacolli founded the political party New Kosovo Alliance, which took part in the 2007 parliamentary election and came in third. However, since the elections in '07 Pacolli's popularity has continued to rise being viewed as the only politician capable of rebuilding Kosova and attracting large foreign investment. Pacolli became a deputy in the Assembly of Kosovo and a member of the Committee for Budget and Finance.

Behgjet Pacolli has founded to large humanitarian foundations; FORK (Foundation for the Reconstruction of Kosova and The Behgjet Pacolli Foundation) both are involved in providing diverse assistance from the construction of the American University in Prishtina, Kosova (5 Million Euro and over 30 Million Euro in assistance to families in need).


In Moscow, Mabetex built and renovated the majority of the Russian Governmental buildings with 7,000 employees. Projects completed include the renovation of the Russian White House, former Parliament of the Russian Federation, renovation of the Senate, the Russian Duma and many luxurious residences from Sochi, Petrozavodsk, Krasnojarsk, Volskyotus. Also, the 5 Star Swiss Diamond Hotel, Golden Ring Moscow, the first luxury hotel to be built in Moscow in 1996. A major accomplishment for Mabetex was the complete renovation of the Kremlin, known today as the 8th wonder of the world - completed in 30 months. In the Siberian Republic of Sakha, several Mabetex projects include: a baby milk-powder factory, the construction of the National Theatre of Yakutsk, the completion of the interior decoration and furnishings of the Yakutsk Governmental Palace and the completed construction of one of the largest and most advanced hospitals for mother and child. Mabetex also finalized the technology transfer for the production of prefabricated homes, the construction of the main University building, a Five Star hotel, the building Komdragmet and the committee for precious metals building along with schools and clinics. Construction of the technologically advanced sewage treatment plant for the entire city was also completed by Mabetex. In Astana, the new capital of Kazakhstan, Mabetex planned and built the Parliament and Ministry of Foreign Affairs along with many other governmental buildings. Under current development Mabetex is building the Olympic Ski Center in Suchinsk with a unique formulation of a ski jump and other sporting facilities. Also in Astana, the ultra modern Velodrome, a facility that can accommodate 10,000 spectators. The national theatre (auditorium) for 4,000 spectators is also under development. The Esteemed Presidential Palace of Kazakhstan – this project has already received numerous awards was designed and built by Mabetex. The VIP Village, Saranda a residential development entailing 166 ultra-luxury villas and 240 up-scale condominiums is a Mabetex development. In Kosovo, Mabetex is active in the banking, financial and insurance sectors. The Iliriia Commercial and Residential Center, the first of its kind in Kosovo, is another Mabetex development. In Croatia Mabetex is developmental plans for the construction of the Sveti Ivan Zelina resort, a development that entails a five star hotel, aqua park, large conference facility, shopping area, casino, spas and restaurants.
