L. Cade Havard (born September 20, 1951) is a Health Care Entrepreneur and founder of Ecom PPO.com, a PPO Administration Company that was acquired by Goldman Sachs in 2008.[1] After retiring as CEO of Ecom PPO.com in 2009, Havard helped found the transmedia storytelling studio Immersedition™ in 2011 with Amanda Havard and serves as CEO.[2] Additionally, Havard is the founder and CEO of Health: ELT, a Medicaid engagement, logistics, and technology services company.[3]
Early Career[edit]
Before entering healthcare, Havard worked in numerous industries eventually acquiring and becoming Chairman of a regional bank in Missouri. In 1992, he entered the healthcare industry with Crown Resources International, a medical holding company. Later, he acquired Respiratory Care Company based in Arizona which specializes in durable medical equipment and home health oxygen. During his tenure, they acquired a home health nursing company and owned and outsourced to 14 respiratory departments in rural hospitals.[3]
In 1997, Havard became Chairman and CEO of Electronic Transmission Corporation (ETC), a provider of unique customized systems for processing healthcare claims as well as medical provider network and other cost containment services whose most notable client was Walmart. ETC was one of the first vendors to sell optical character recognition medical claims as a service.[4]
Ecom[edit]
In 1998, Havard started Ecom PPO.com, Inc., which provided management of managed care plans for insurance carriers and large employer groups powered by a virtual PPO concept which merged online technology with patient-based information. Havard built a coalition of PPOs, starting with 5 and growing to over 140.[5] In 2002, Ecom was ranked sixth overall on the annual Dallas Business Journal Fast Tech 50 List.[6]
In 2008, Ecom became a subsidiary of iHealth Technologies,[7] a company owned by Goldman Sachs.[8]
Current[edit]
After leaving Ecom in 2009, Havard founded the independent book publisher, Chafie Press, in 2011 who released The Survivors Series by Amanda Havard. After which, he co-founded and is currently CEO of Immersedition™, the transmedia studio responsible for The Survivors interactive book app.[2]
In 2013, he founded Health: ELT, a Medicaid engagement, logistics, and technology services company based in Dallas, TX. [3]

Throughout his career, Havard received various honors, including:
- Election to the American Association of Preferred Provider Organizations Board of Directors in 2006[5]
- Selected by Texas Department of Insurance as Panelist to Address Issue of Blind PPO’s in the Insurance Industry in 2006[9]
- Awarded United States Patent 7,406,428 for Method of Creating a Virtual Health Care Network[1]
