This is the structure of the British Army in 1989. Units here will be shown for their responsibilities at the END of the year. Some units will be listed with their intended 1990 changes/roles/new units, etc. As stated by many former service members, the end of the Cold War was a shock, and not expected.

Preface[edit]

Units in bold are higher commands.

Units with the sub-tag of '(V)' indicates these are units of the Territorial Army (TA), or another-words part-time unit, these units will also be noticeable by being italicised.

All 5xx level signal troops have the same (rough) duty: they would remain at their location and support the unit in said brigade/formation and support them.

Stars - important officers/offices and almost all commands will have a star rank next to them, this indicates the rank of the individual commanding the unit, and thereby representing the size of said unit, see British Army officer rank insignia.

Army Department[edit]

Antony Beevor wrote in 1991 that the 'Army's own Cabinet' was the Army Board of the Defence Council. The Executive Committee of the Army Board was responsible for the 'detailed management of the Army.' It included the four military members of the Army Board, including the Chief of the General Staff, General Sir John Chapple in 1989, the Second Permanent Under Secretary, and the Assistant Chief of the General Staff, a major general. The Army Department consisted of four components: the General Staff, the Adjutant General's department, the Military Secretary's department, and the Quartermaster General's department.

All information below is provided by the September 1988 Staff Officer's Handbook. According to the handbook, as part of the "Army's Cabinet", many senior officers of the corps and areas were assigned. The below diagram is a much simplified version and does not show the large number of civilians who hold senior appointments in the Army Departments.[1]

British Army of the Rhine[edit]

The British Army of the Rhine (BAOR) was the United Kingdom's main contribution to NATO. Headquartered at JHeadquarters Rheindahlen in West Germany and commanded by a General it consisted in peacetime of British I Corps and support troops. In the event of war with the Warsaw Pact the Commander-in-Chief of BAOR would have assumed command of NATO's Northern Army Group (NORTHAG), which was tasked with defending Northern Germany up to the river Elbe. BAOR was armed with tactical nuclear weapons and supported by Royal Air Force Germany.

During transition to war, the support units of BAOR would have formed the British Rear Combat Zone headquartered in Düsseldorf, which would have supplied the fighting forces and guarded the lines of communication within West Germany. Further West in Belgium was the British Communications Zone, which was headquartered in Emblem, outside Antwerp and tasked with receiving reinforcements and supplies from Great Britain and to co-ordinate their onward movement to 1 (BR) Corps.

On 27 November 1989 Peter Inge became the commander of NATO's Northern Army Group and Commander-in-Chief, British Army of the Rhine in Germany with the local rank of general; he succeeded General Brian Kenny.

Headquarters United Kingdom Land Forces commanded nine military districts until the spring of 1991. These districts controlled the regular army brigades in the UK (inc 1st and 5th Brigades) and the predominantly TA regional brigades. In 1984–85, the nine districts were Eastern (19th and 54th (TA) Brigades), London (56th), North-East (2nd Infantry Division – 15th (TA), 24th Airmobile, and 49th (TA) Brigades), North-West District (42nd (TA) Brigade), Army in Scotland (51st (TA) and 52nd (TA) Brigades), South-Eastern District (2nd (TA) and 5th Airborne Brigades), South-West District (AMLF(L), 1st, and 43rd (TA) Brigades), Wales District (160th (TA) Brigade), and West Midlands District (143rd (TA) Brigade).

In December 1989, Headquarters UK Land Forces at Wilton directed field forces through a three-star's command, Commander UK Field Army, Lieutenant General Sir David Ramsbotham. Many of the units stationed in the United Kingdom were to move immediately to Germany to reinforce British Army of the Rhine (BAOR) in case of war between NATO and the Warsaw Pact. For administrative purposes these units were under command of brigade Headquarters based in the UK during peacetime. Such reinforcement units are indicated in the list below in italics followed by the higher command they were to reinforce in Germany in brackets.

London District[edit]

12th (Volunteer) Signal Brigade[edit]

Within 72 hours of mobilisation the brigade would establish and operate telecommunication connections in the Rear Combat Zone and the Communications Zone, BAOR.

56th (London) Infantry Brigade[edit]

Brigade was formed in 1985 to control all of the public duties and home defence units in London District. Brigade designated for capital defence and augmentation to BAOR.

South East District[edit]

South East District encompassing the following counties: Kent, Surrey, West Sussex, East Sussex, Hampshire, Oxfordshire, Buckinghamshire, and Berkshire. Overseeing the LoC and Channel Tunnel.

2nd (South East) Infantry Brigade[edit]

2nd Infantry Brigade encompassing the counties of Kent, Surrey, West Sussex, East Sussex, Hampshire, Oxfordshire, Buckinghamshire, and Berkshire. Overseeing the LoC and Channel Tunnel in addition the South East ports.[176]

5th Airborne Brigade[edit]

The 5th Airborne Brigade was the UK's only Airborne formation and could be assigned to reinforce any NATO command or act independently, as the situation required. From the mid-1980s the three TA Para battalions were tasked with an independent BAOR-oriented mission in the event of war with the Warsaw PACT. In 1989 this organisation was formalised as a special brigade with the title 'Parachute Regiment Group. See this group South East District.[183]

Eastern District[edit]

Eastern District encompassing the following counties: Bedfordshire, Cambridgeshire, Derbyshire, Essex, Hertfordshire, Leicestershire, Lincolnshire, Norfolk, Northamptonshire, Nottinghamshire, and Suffolk.

19th Infantry Brigade[edit]

19th Infantry Brigade would move to Germany and join the 4th Armoured Division in event of mobilisation, along with the 2 field artillery regiments based on Thorney Island.

54th (East Anglian) Infantry Brigade[edit]

Tasked with home defence, guarding the Eastern and North Eastern Ports.

161st (East Anglia) Infantry Brigade[edit]

According to the 1991 Master Order of Battle, the 161st Bde was a cadre formation overseeing the regional units based in East Anglia. On mobilisation this brigade would be tasked with home defence, while the 2nd Division left for Germany.

12th (Air Support) Engineer Brigade[edit]

South West District[edit]

South West District encompassing the following counties: Cornwall, Devonshire, Dorsetshire, Somersetshire, City and County of Bristol, Wiltshire, and Gloucestershire.

2nd Signal Brigade[edit]

2nd Signal Brigade oversaw all communications based on the home front in the UK, all communications for overseas (except West Germany), and provided communications for HQ Land Forces.

43rd (Wessex) Infantry Brigade[edit]

43rd (Wessex) Infantry Brigade encompassing the following counties: Cornwall, Devonshire, Dorsetshire, Somersetshire, City and County of Bristol, Wiltshire, and Gloucestershire. If mobilised, the battalion would provide a mobile defence for the UK.[249]

2nd Infantry Division and North East District[edit]

According to the 1991 Master Order of Battle, the 146th Bde was a cadre HQ formation overseeing the regional units based in the North East. On mobilisation this brigade would be tasked with home defence, while the 2nd Division left for Germany.
