it looks like there are some very minor horizontal rules that are orange in a couple other places, but still seems arbitrary. I checked the history of this template, it looks like it was turned orange here. I would ask that editor, but he/she has not edited in well over a year. seems like it would be simple to change the orange to something that matches one of the logos?
