"Background" section, jeepers[edit]

"Cairo, Illinois, had been experiencing a surge of racial tension due to a crime wave at the end of 1909... Racial tensions had been relatively low before the crime wave began."

Oh really now.

Then how come "In 1901 alone, there were 135 lynchings in Illinois". Did they all have crime waves?

Seems unlikely, and I'd like to see some reliable refs for this. In any case, I'm confident that we're starting from a high base to begin with. "Surge of racial tension... [which] had been relatively low..." kind of leaves the impression that it was kinda OK before. It wasn't. It's misleading, in the sense that "Bill Gates is actually relatively poor..." would be, even tho technically it is true -- relative to Elon Musk.

The height of Jim Crow, which 1909 was more or less in the middle of, saw a rise in lynchings everywhere. The KKK was back and getting the band back together. That's the background here, and Cairo was a Confederate city then (probably still is, idk).
