Can this article be edited to state that this article refers to the USA, as the article assumes it, but does not point it out: the only references are to American legislative bodies, but the article speaks as if it applies to ALL legislative bodies. 87.113.113.234 (talk) 18:39, 15 July 2011 (UTC)
