Qualification criteria - Africa, Oceania[edit]

The qualification rules state that, for an event to be a valid qualifier, there must be one more unqualified country participating in a qualification event than the number of quota places available.

For instance, the women's kite event in Africa was offering one quota place for the Olympics and there was only one competitor. So I don't believe that is a valid qualification event and the quota place will revert to the Last Chance Regatta.

Similarly, in Oceania, there are several events where there are not enough unqualified countries entered to make a valid qualifier.
