Collusion[edit]

What does that mean: "exposed evidence of collusion between officers?" Did his officers work together? In the police force? Like, talk to each other, go out on patrol together? Or does this mean a different type of collusion? And what, if there were consequences for the families "touched" by the collusion, were these?
