Puxi Population

The nine districts that comprise Puxi all have their individual articles in Wikipedia. These articles have all listed the land area as well as the population in the respective district in the period between 2001 to 2003. Doing a quick sum with those data the population of Puxi should only come to a little over 6.5 million, significantly less than the "90% of Shanghai's residents" (Shanghai Province has a population over 18 million, not including mobile workforce?) claimed in the article (as of 27-4-2009). Anyone has credible source on the land areas and population in Puxi?
