Is Anatoly Shariy a non-poor source[edit]

The most recent edits of September 11 have added new content. The new text that I am concerned about is the edit that added:

"According to Anatoly Shariy..." The page refers the reader to his twitter account.

What credentials does this person have to be considered a non-poor source"?
