No plot hole that I can see...[edit]

There's a good reason that Oak doesn't stop after the department closes the case, placing the blame on Eugene Sheps. He tells Tellis early on, "The only thing you need to know about me is that I'm gonna bag the motherfuckers who killed Mike." So it seems pretty clear that Oak doesn't just intend for Kathryn Calvess to be able to keep Mike's pension; he's also bent on bringing to justice, in his mind, the people who "ruined" Mike and "turned him" into a junkie, "really" killing him. And those people are the dealers who were with Mike in the tunnel that day, namely Darnell and Latroy.

Stop block me[edit]
