Regarding the peculiar result of the 1867 election, in which the winners (or perhaps just most of them) were turned out of office after only a few months, well, I checked the microfilm of the Los Angeles Semi-Weekly Daily News for several dates in August 1867 (which is when the Common Council is supposed to have annulled the election), and I found nothing at all reporting on this action. I might note that the newspaper appears to have been more like a "'shopper" than a regular community newspaper, and it is virtually useless in covering city politics of that era. Its columns were filled with pickups from other papers and with propaganda for the Democratic Party of those days (pro-South, anti-Negro). One could conceivably find out more about this election fiasco by delving into the city archives, but of course that would be Original Research.
