Licit combatants.[edit]

A lawfull combatant, is one where the ´pen is´ has appointed.

A licit combatant, is any defensive combatant. That implies that any individual in any zone that would attack an installation in their own sovereignty (nation of citizenship), in civil war, is defacto a legal combatant, and any whom are not citizens, would not be.

Very simple. I see absolutely no clean reasoning in that bunch of cabinet and senatorial fools whom signed that.
