Fair use rationale for Image:UCK NLA.jpg[edit]

Image:UCK NLA.jpg is being used on this article. I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. In addition to the boilerplate fair use template, you must also write out on the image description page a specific explanation or rationale for why using this image in each article is consistent with fair use.

Constitutive nation[edit]

If you read the Basics of the Constitution of Croatia (Osnove hrvatskog Ustava) from 1974, there it says, it is spoken there about SR Croatia as national state solely of Croats (singular form was used in the definition). It does mention "joint combat of Croats, together with Serbs and other nations", but for the national state of Croats.
Osnovna načela Ustava SRH, odlomak I (Basic principles of Constitution of SR Croatia):
"...utvrđeno je da JE hrvatski narod zajedno sa srpskim narodom i narodnostima u Hrvatskoj.......izvojevAO ... u zaj. borbi sa drugim narodima i narodnostima Jugoslavije u NOR-u i socij. revoluciji ...nacionalnu slobodu, te uspostavIO svoju državu - SR Hrvatsku."
As you see, only singular form is used.
Ustav SRH, čl. 1.:
"SR Hrvatska je:
 - nacionalna država hrvatskog naroda (national state of Croats)
- država srpskog naroda i (u>state of Serbs)
- država narodnosti koje u njoj žive." (state of other peoples that live in Croatia)
Serbs weren't in any higher position than other nationalities in SR Croatia, although they were mentioned specifically, but nothing more. Croatia is national state solely to Croats. Jedino je Hrvatima SR Hrvatska nacionalna država, ostalima je samo "država".

Note: in former Yugoslavia, Croats, Slovenians, Bosnian Muslims (name was just Muslims, "Muslimani", with capital M), Serbs, Montenegrins and Macedonians were referred as "narodi", while all other national communities were referred as "narodnosti".

And why in article it is written nothing about discrimination measures of the Croatian government? Why it is written nothing about Cyrillics prohibition? Please add it, but with a modicum of references.
I've recently been fixing this topic area up but a lot of content is still left in Croatian War of Independence#Background that could conceivably be moved elsewhere. Article isn't neutral. In it the Serbian sources weren't used and only the Croatian point of view was shown. I added one Serbian source and also researches of historians of the Russian Academy of Sciences. The article needs more detailed statement of the Serbian version. Pavlakovic[edit]

Pavlakovic doesn't say the RSK adopted the symbolism of the Nedic government. Rather, he says that it was among the many Serbian entities and institutions that have used the Serbian tricolor/double-headed eagle symbolism since it first appeared in 1838, including the Nedic administration. In any event, this article is about the Log Revolution, which took place before the RSK even existed, so the whole point is moot. Amanuensis Balkanicus (talk) 04:10, 29 January 2020 (UTC)[reply]
