Glasgow tunnel smaller than previously stated minimum diameter agreed upon, mistake in text or what's reason for not honoring it?

In the section "Tube lines", it says '"The evidence submitted to the Committee on the question of the diameter of the underground tubes containing the railways has been distinctly in favour of a minimum diameter of 11 ft 6 in (3.51 m)". After that, all tube lines were at least that size' but then the Glasgow Tunnel is listed in the following list with 3.35m diameter, which is less than the agreed upon 3.51m minimum.
